DoF – Abu Dhabi organises the 3rd Abu Dhabi Enterprise Resource Planning System “ADERP”

• Attended by more than 750 specialists and system user participantsrn• 55 Abu Dhabi government entities represented at the forumrn• Latest IT developments in the government sector showcased at forumrn• Forum marks an important step in strengthening collaboration between all Abu Dhabi government entities and departmentsrnrnAbu Dhabi, 26 April, 2016: The Department of Finance - Abu Dhabi (DoF), held its third Abu Dhabi Enterprise Resource Planning System (ADERP) forum yesterday, in coordination with Oracle Middle East and Africa. 55 government entities which fund their operational and capital operations through the general budget of Abu Dhabi Government participated in the forum, represented by more than 750 employees and system users.rnrnThe forum was attended by HE Safwan Obeid bin Safwan, Executive Director of Government Account Sector, DoF – Abu Dhabi, Arun Khehar, Senior Vice President for ECEMEA, Business Applications, Oracle, Dr. Hazem Turki El Khatib, Division Manager, Information Technology, DoF – Abu Dhabi, along with a number of general managers and directors from DoF DoF – Abu Dhabi, and representatives of Abu Dhabi government entities and Oracle Middle East and Africa.rnrnThe forum commenced with a welcoming speech by HE Safwan Obeid bin Safwan, who extended his gratitude to all participants. HE said: “We organised this forum to provide an interactive platform for participants to learn about the latest system developments, as well as the opportunity to exchange experiences and knowledge with specialists and system users, enabling them to manage the functions provided by the system.”rnrnHE added: “Through the ADERP system, we seek to ensure joint strategic direction for all government entities which are funded through the general budget of the emirate. The system reflects our ongoing efforts to implement a unified framework for the management of government resources, preparing the general budget and implementing it, as well as implementing the accounting system on accrual basis and international accounting standards for government sectors. This will in turn achieve the optimal use of financial and human resources in Abu Dhabi.”rnrnHE highlighted DoF’s achievements in implementing the system throughout government entities, stressing that these achievements are a result of collaboration between all parties. HE added: “The next phase requires joint efforts to continue implementing the ADERP system, linking government entities within a unified financial system as a governmental requirement, which will benefit the government and all entities and contribute to achieving positive indicators in economic and social development and growth for Abu Dhabi.”rnrnHE concluded his speech by stressing DoF’s ongoing efforts to provide technical support and organise training sessions for system users, in order to enhance user efficiency, ensure that users are up-to-date with the system’s features and developments, and aware of how to manage the system and implement best practices. HE also highlighted that organising forums like this is an important step in strengthening cooperation and constructive communication between all Abu Dhabi government entities and departments.rnrnDr. Hazem Turki El Khatib delivered a presentation which showcased the latest ADERP developments, and their vital role in providing decision-makers with accurate and integrated financial information and data. The system also provides a flexible platform which integrates current government resource management systems and enables salary operations and report preparations for all government entities, which improves efficiency and reduces costs, whilst enhancing the quality of financial data.rnrnDoF started implementing the ADERP system in 2013 to support Abu Dhabi’s plan to create a unified financial system that supports the development of the Emirate. The ADERP system provides an integrated financial framework designed to facilitate the preparation and implementation of the general budget. The system features 25 modules, which facilitate the preparation of reports, the consolidation of financial statements and the integration of subsystems such as budget development, accounts, cash management, human resources, government assets, salaries and procurement, in addition to the management of electronic tenders.rnrnThe system enhances operations across Abu Dhabi government entities, providing joint e-services that enable government entities to manage internal and external resources, perform financial operations, procurement and human resources, while maintain work independency. It also provides support for implementing budget control, as well as revenue, fixed asset, payment, purchasing and invoice policies.rnrnArun Khehar provided an overview of Oracle’s plans and investments in its UAE data centre, as well as the company’s research and developments into strengthening data services, programmes, platforms and technological infrastructure. Khehar also discussed the latest ERP updates, solutions and the advanced services it provides in human resources, customer relations management, Enterprise Performance Management and supply chain management.rnrn“It is a pleasure to be here today at the Abu Dhabi ERP User Forum to showcase the latest system developments across our modern ERP solutions. Today we have numerous local government entities connected to the Abu Dhabi ERP system with more than 800,000 transactions including payments, revenues, and payroll being processed through the system each day. The system has presented important cost-savings as the implementation of one unified platform has cost 88 per cent less than the investment required to develop and operate a different system across each government entity. Oracle is proud of its strategic partnership with Abu Dhabi government and the Department of Finance as our ERP system has efficiently managed all financial and non-financial operations, such as human resources, for the government since 2013. This year we announced that we will be investing in a new data center in UAE and this signifies our continued commitment to Abu Dhabi and wider UAE market.” Committed Arun Khehar.rnrnCommenting on the system’s efficiency, Hashim Kaabi, Financial Planning and Analysis Manager, Abu Dhabi Tourism & Culture Authority, said: “The ADERP system plays a pivotal role in developing accounting systems at the Authority. It provides timely, accurate reports and financial data, as well as convenient access to this information across all of the Authority’s centres. DoF works hard to enhance users’ abilities to use the system and increase their knowledge of its tools, which simplifies task performance.”rnrnThe forum featured three workshops entitled: ‘From Procurement to Payment’, ‘From Hired to Retirement’ and ‘Planning to Budgeting’. Throughout the workshops, DoF’s goal was to inform the employees dealing with the system on how to manage shared government resources as well as the sub-processes listed under the system.rnrnThe ‘Procurement to Payment’ workshop reviewed Oracle’s e-business suit and ERP system and how this aligns with the government’s vision, which DoF is working to achieve. The new features of the ADERP system provide procurement, accounting, payment processing and contract management, amongst others. The workshop participants reviewed task implementation processes provided by the system such as information discovery elements, mobile apps and dashboards, which enable them to measure, identify and assess their existing data, as well as access their various financial and procurement activities and transactions.rnrnThe workshop ‘From Hired to Retirement’ reviewed how to benefit the most from the ADERP system to achieve integrated human resources management, which enhances constructive and meaningful interaction across HR departments. The system provides a structure to recruit, manage and develop employees’ skills, which in turn enhances productivity and the quality of delivered services. The workshop also addressed new system features including process automation and human resources management in today’s fast-paced digital age, where smart phone and tablet optimisation are the keys to success.rnrnThe forum concluded with the ‘Planning to Budgeting’ workshop, which introduced users to updates on budgeting projects being implemented by DOF, how to submit budget requests and analyse data in order to improve overall budget performance. The Oracle Hyperion system for financial planning was implemented in 2007 to manage budgeting at DoF, which has since been developed in its design to enhance user experience. The workshop also explored new features and modules such as master data management and project financial planning, which supports the government’s framework for preparing and managing budgets, as well as the transparency and monitoring of general spending.rnrnDoF has hosted two ADERP system user forums over the past two years, for specialists and employees from government entities across Abu Dhabi. The Department has also implemented several training courses and sessions. The successful implementation of the system allows DoF – Abu Dhabi to won both the “Best Government Application in Abu Dhabi 2015” and “Best Smart Application in UAE 2015” awards at the smart Arab government’s armor competition in Kuwait.
